Staff to Sen. Bernie Sanders (I-VT) has said that S. 3186, the Warm in Winter and Cool in Summer Act, may be considered on the Senate floor this week. The bill would increase LIHEAP by $2.53 billion in FY 2008, taking it from $2.57 billion to $5.1 billion. Fifty percent of the increased funding for LIHEAP under this bill would be distributed to states pursuant to the allocation formula, and the other 50 percent would be dedicated to the contingency program. The bill now has 48 cosponsors including 11 Republicans, 35 Democrats, and 2 Independents. New cosponsors are: Sens. Biden (D-DE), Dorgan (D-SD), Boxer (D-CA), Kohl (D-WI), Mikulski (D-MD, and McCaskill (D-MO).
